Luo Gan Following is a biographic sketch of Luo Gan, who was nominated as State Councillor by Premier Zhu Rongji and approved by the Ninth National People's Congress at its First Session. Luo, born 1935, native of Jinan, Shandong Province, joined the Party 1960, graduated from Freiburg Institute of Mining and Metallurgy in Germany, senior engineer. Studied at the Pressure Processing Department of Beijing Institute of Iron and Steel Engineering, 1953-54; Studied German language at Karl Marx University in Leipzig GDR, did field work in the Leipzig Iron and Steel Plant and Metal Casting Plant the following year and, afterwards studied at the Freiburg Institute of Mining and Metallurgy for six years. Did research work in the Mechanical Engineering Research Institute under the First Ministry of Machine-Building and served as technician and project chief, 1962-69; served as office chief for preparing the establishment of a research institute under the First Ministry of Machine-Building in Luohe City, Henan Province, later deputy director of the Zhengzhou Machine-Building Research Institute of the Ministry, 1970-80. Served as deputy director of Henan Provincial Import and Export Commission, director of the Provincial Science and Technology Commission, 1980-81; deputy governor of Henan Province, secretary of CPC Henan Provincial Committee, 1981-83; vice-chairman of the All-China Federation of Trade Unions and member of Party's Secretariat and deputy secretary of ACFTU Party Group, 1983-1988. Served as minister of labor, secretary-general of the State Council, secretary of the Party Group, secretary of the Working Committee of the State Department under CPC Central Committee, 1988-93; state councillor, secretary-general of the State Council, secretary of the Party Group, secretary of the Working Committee of the State Department under CPC Central Committee, deputy secretary of the Central Political Science and Law Committee since 1993. Served as member of the Political Bureau of CPC Central Committee and member of the Secretariat of CPC Central Committee since 1997. Luo was elected alternate member of 12th CPC Central Committee, member of 13th to 15th CPC Central Committees, and was elected member of both the Political Bureau and the Secretariat of the 15th CPC Central Committee. |
