Sending Warmth to Needy Masses by Displaying New Working Style

The spirit of the CPC Central Committee's instructions on further properly arranging the production and dily life of the needy masses has been, like gentle spring breeze, warming up the hearts of hundreds of millions of people, particularly the masses in difficulties, and has been converted into the conscious actions of cadres at all levels.

Showing concern for the livelihood of the masses is the essential requirement for implementing the important thought of the "three represents", it is a valuable experience gained by our Party in inspiring popular morale, surmounting various kinds of difficulties and advancing from victory to victory. Showing concern for the livelihood of the masses requires, first of all, concern for the livelihood of the needy masses. The key issue of strengthening and improving Party building in the aspect of working style is maintenance of the flesh-and-blood ties between the Party and the masses of the people. Under the current circumstances, conscientiously doing a good job in the work of helping the masses in difficulties is an important link in changing the style of work and must therefore be firmly and properly grasped. At the same time, to do a good job in the work of supporting the masses in difficulties, it is imperative to further establish a new style of work.

Sending warmth to needy masses by displaying a new working style requires that we cherish profound feelings to pass the solicitude of the Party and the government to thousands of households, do a good job in various fields of work relating to support of the needy masses in a down-to-earth manner, and carry out the Party Central Committee's various policy measures for support of the needy masses to the letter, so that these masses can get the real help. The practice of formalism and formality must be resolutely opposed. The experience of many localities has proved that in the process of work--taking the same action to send warmth to the needy masses with the same amount of funds and materials, whether one does it conscientiously or perfunctorily, meticulously or coarsely, in a thoroughgoing or superficial way, in real earnest or in a perfunctory manner, in a rush or in a persistent way, the result is quite different. This work must be done on the basis of locality, department, family and household, doing it face to face, heart to heart and in a solid way, making a concrete analysis of concrete things and giving concrete help to concrete needy persons, one must solve matters of extreme urgency and then find out a road leading to prosperity.

In sending warmth to needy people by displaying a new style of work, one must dare to go to the most arduous places and to the masses in greatest difficulties. The Party and government are the mainstays of the masses of the people. The more difficulty a place is in, the more the need for the leaders at all levels to go; the more the masses are in difficulties, the more we are required to give them help. Places where conditions are arduous and difficult are more often than not places where problems are relatively prominent and work is relatively difficult. In these localities, cadres at all levels can not only temper themselves in arduous life, foster closer feelings for the masses, but also train and enhance their capability. Cadres at all levels should, in the work of arranging the production and daily life of the needy masses, consciously further change their working style and establish a new image.

The strength of working style is, in a certain sense, greater than material strength. Our present conditions in various aspects cannot be mentioned in the same breath with those prevailing before the initiation of the reform and opening up policy, not to say with those obtaining during the arduous war years. We still need to see that the life of the needy masses has mostly been better than that before the introduction of the reform and opening up program. In recent years, the Party and State have not only formulated a series of principles and policies, but have used considerable human, material and financial resources to help the masses in difficulties. But why is it that the situation in some localities is not as good as desired? One important reason is that there are still problems of one kind or another with our style of work. The masses in difficulties need material and technological help as well as ideological inspiration, they especially require that cadres at all levels, with brand new working styles and looks, lead the masses in their forward advance. Displaying a new style of work, cadres should pass the concern and warmth of the Party and government to the people in their hundreds of millions, particularly the masses in difficulties, so that they can joyously and happily spend their Spring Festival, that is the requirements placed by the Party Central Committee on the cadres at all levels, it is also the strong desire of the masses of the people, which should serve as a powerful motivating force for cadres at all levels to strengthen and improve their style of work.
