Shanghai to Publish White Paper on City Communications

Shanghai will soon publish the Chinese mainland's first white paper on municipal communications, local governmental sources said on Thursday.

Shanghai will soon publish the Chinese mainland's first white paper on municipal communications, local governmental sources said on Thursday.

Director of Shanghai's Development Planning Committee, Li Liangyuan, said, "Publishing the white paper is a promise from the government to its people. We shall try our best to serve our citizens in terms of communications."

The white paper contains blueprints for the city's communications from 2005 to 2020. It focuses on priorities for public transport, zoning differences and optimal deployment of vehicles and routes.

The paper states that 10 road networks with a total length of over 200 kilometers will guarantee that an individual will get to his destination in the city within one hour.

The paper also wants annual vehicle emissions reduced from 80,000 tons to 35,000 tons.

Experts say the white paper is reasonable and should serve as an example for other cities.
