China to Amend Agricultural Law

China is considering making changes to its 1993 agricultural law to put more stress on food security and safety and protection of farmers' interests.

China is considering making changes to its 1993 agricultural law to put more stress on food security and safety and protection of farmers' interests.

An explanation of the draft amendments to the agricultural law was given by Gao Dezhan, chairman of the National People's Congress (NPC) Agriculture and Rural Affairs Committee, at the 28th meeting of the Standing Committee of 9th NPC Monday.

China is now facing serious problems in the agricultural sector,which include unsuitable management modes, a slowdown in farmers'incomes and challenges from international markets brought about byChina's accession to the World Trade Organization.

The main aims of the draft amendments are to help adjust the agricultural and rural economic structure, promote food security and safety, safeguard farmers' interests and strengthen the supervision of the implementation of the law.

Gao said that China has to feed its enormous population by its own efforts, and food security is essential for stability and economic prosperity.

According to the draft, said Gao, the state will offer special support to food producing areas by offering appropriate policies, financing and appropriate technology.

The establishment of a national food security fund and protective prices for some products are also suggested in the draft, he said.

As it is, noted Gao, the problem of the quality of farm products is attracting more public attention and the draft has dealt with this.

The draft also suggests setting up mandatory quality standards and inspection and testing systems to protect consumers and the environment.

At the same time, the state will perfect farm product quality standards, and set up a licensing system for agricultural materials.

According to the amendments, the chapter of "Input in Agriculture" of the law will be expanded to become "Input in Agriculture and Support to and Protection of Agriculture." Provisions in this chapter will conform to the WTO rules, Gao said.
