China Going All Out to Crack Down on Illegal Oil Refining

China's General Administration of Quality Supervision and Quarantine (GAQSQ) has taken measures to prevent the resurgence of illegal oil refineries so as to guarantee the quality of refined oil.

China's General Administration of Quality Supervision and Quarantine (GAQSQ) has taken measures to prevent the resurgence of illegal oil refineries so as to guarantee the quality of refined oil.

This year, illegal refineries have mushroomed around some oil fields. Some of these oil poachers conceal refining equipment in hard-to-find places in out-of-the-way mountains, deserts or abandoned mines and workshops and are making oil products of inferior quality.

Statistics obtained from areas like Ningxia, Shaanxi, Shanxi, Hebei, Heilongjiang, Xinjiang and Qinghai, all in northern China, show from January to mid-June, task forces have destroyed 847 indigenous oil refining furnaces and confiscated 2,461 tons of rawoil and oil products of substandard quality.

However, it is still possible for illegal oil refineries to re-emerge, since raw oil is still available to illegal refineries. Furthermore, some grassroots officials in remote, outlying areas give shelters to offenders because of lucrative profits. This has made it even harder to find illegal refineries which are already hidden, moveable and widely scattered.

The GAQSQ has organized two stages in its crackdown operation on illegal refineries: in June, all the illegal refineries which have been found will be destroyed and, from July to November, efforts will focus on enhancing work already done and illegal refineries will be destroyed as soon as they are discovered.
