100 Guest Supervisors Improve Beijing Prisons

A guest supervisor inspecting Liulin jail, under the

He suggested the bureau install an air conditioner and telecommunications equipment -- and the suggestion was quickly realized.
Similar cases have become common in Beijing's prisons since the bureau started to invite guest supervisors to improve prison management two years ago.
The number of prison guest supervisors in Beijing reached 100 on Thursday after Wang Jinliang, director of Beijing No.2 Prison, and other leading members of the prisons in Beijing, issued contracts to another 90 guest supervisors.
The guests come from all walks of life and include deputies to the National People's Congress, members of the National Committee of the Chinese People's Political Consultative Conference, legal experts, journalists and even relatives of prisoners.
Liu Jianfen, whose brother is an inmate in Beijing No.2 prison, was surprised to receive a guest supervisor contract from Wang.
She said with a quivering voice, "I never dared to dream I could be given such an honored title. Beijing bureau of prisons is indeed an open-minded body."
Zheng Xiaze, an official with the
Ministry of Justice
, who also received a guest supervisor contract Thursday, said, "In understanding, the mission of guest supervisor is to improve prison facilities, enhance the living standards of prisoners and help better implement the 'prison law' so that the management of Beijing's prisons can be more open, fair and impartial."
Sources said that over the past two years, 10 guest supervisors had made five inspections of Beijing's prisons, making a total of 27 suggestions.
