New rules for Chinese citizens traveling abroad will be implemented from July 1, 2002 aiming to protect the legal interests of travelers.

The new rules protect the traveler's right to know what is happening and work for their economic benefit.

Travel agencies must provide reliable information to customers such as the laws, customs and other related items about the countries they plan to visit. They cannot change the itinerary without permission, reduce the items included in the travel package or force customers to pay for extra items.

In order to regulate the tourism market and protect tourists' interests, the new policy outlines the skills necessary for travelagencies to begin business and include the all-round skills and knowledge of the agent as well as their market exploration and management skills.

Workplace approval will no longer be required for people traveling abroad and travelers can join their travel group outsidethe city where they are registered to permanently reside.

In recent years, more and more Chinese citizens have traveled abroad. The number has risen from 5.32 million to 12.12 million inthe last five years.

More people have traveled abroad for private reasons than for business reasons with tourists topping the list.

In 1997, China issued a temporary policy to regulate Chinese citizens traveling abroad at their own expense. After joining the WTO, the old policy is no longer in keeping with the current situation. In order to protect tourists' interests and regulate the tourism market, China will implement a new rules for citizens traveling abroad.
