CAAC Clears up Rumor on ICF Cancellation

An official in charge from the Civil Aviation Administration of China (CAAC) recently cleared up the rumor that the civil aviation's Infrastructure Construction Funds (ICF) are to be canceled.

An official in charge from the Civil Aviation Administration of China (CAAC) recently cleared up the rumor that the civil aviation's Infrastructure Construction Funds (ICF) are to be canceled.

The official said some reports on the cancellation of the civil aviation's infrastructure construction funds are rumors. According to the state's related regulations, the funds will remain the same by the end of 2003. After that it will be transferred to other form but it's still an important fund gathering means for the civil aviation.

Sources revealed the funds have been gathered since 1993 when China's civil aviation experienced a rapid development and a batch of advanced planes were purchased. However, backward infrastructure construction and management couldn't keep up with the development requirement. Therefore, the funds were collected on the basis of increasing flight ticket price for the construction of airports, air routes and other undertakings in 1993. In 1999, the collection rate of domestic flights reduced 5 percent, and international flights, 2 percent.

Achievements in upgrading CAAC's equipments
By the end of 2001, 26 billion yuan had been collected as the construction funds. Relying on the funds and airport construction fees, China's civil aviation has input 100 billion yuan solely on airport construction, in which the government's investment accounts for 35 percent. Moreover, the accumulated 10 billion yuan injected within 10 years has played a key role in enhancing aviation management like upgrading radar monitor and the equipment of telecommunication and navigation.

The person in charge highlighted the government will continue supporting the civil aviation infrastructure construction and conducing macro-control on the sector after the restructure of the civil aviation enterprises.
