Five years after its return to China,Hong Kong remains an open, vibrant and plural society under the rule of law with the great concept of "one country, two systems" working well, a senior Hong kong official said Wednesday.

Donald Tsang, Hong Kong's chief secretary for administration, made the remarks at a luncheon for the Hong Kong Festival in London in celebration of the 5th anniversary of Hong Kong's returnto China.

Among more than 100 guests were Prince Andrew, Britain's special representative for international investment and trade, former prime minister Margaret Thatcher, as well as Ma Zhengang, Chinese ambassador to Britain.

Donald Tsang told the guests: "Nowhere else in Asia offers the access, experience and services that we do in Hong Kong. and I want you to know that we are doing an enormous amount of work in Hong Kong to ensure that we not only retain that role but enhance it."

Turning to Hong Kong's links with Britain, Tsang said British businesses know that Hongkong is and will remain the premier international business city of Asia, as well as the best stepping-off point into the Chinese mainland market.

He said that the continued opening up of the mainland market presents "enormous opportunities" for international companies, stressing: "This will underline the importance of Hong Kong as an international financial center, steering our economy on an accelerated course up the higher value-added chain."

Andrew Leung, director-general of the HKSAR Government's Economic and Trade Office in London, briefed the guests on the newly-launched "Hong Kong Festival". The three-month event offered"an interesting look" at lifestyle, painting, photography, film-making and performing arts of Hong Kong, he said.
