Sri Lanka plans for electoral reform

The Sri Lankan government plans to conduct a series of electoral reforms to rid off irregularities, government spokesman G.L. Peiris said on Friday.

The Sri Lankan government plans to conduct a series of electoral reforms to rid off irregularities, government spokesman G.L. Peiris said on Friday.

The preference voting system to elect individuals to Parliament is to be done away with as it had led to a high level of electoral malpractice, Peiris who is also minister of constitutional affairs told reporters.

"We are inclined to propose a Parliament that consists of members who are elected on the basis of two different systems -- the post system and the proportional representation system," Peiris said.

Sri Lanka's elections are currently based only on the proportional representation system.

A delimitation commission will be appointed to look into the question of the geographical limits of the existing electorates, Peiris said.

Provisions will be made to allow multi-member constituencies in order to represent different cultural and ethnic entities, he added.

One of the main features in the proposed reforms will be to pave way for by-elections.

"By-elections are important for the government of the day to test public opinion on its policies," Peiris noted.
