President of Madagascar Marc Ravalomanana said here Monday that his country will establish a special commission to investigate the crimes committed under the rule of former leader Didier Ratsiraka.

"We are setting up a special committee of inquiry to look into the crimes committed by some of our compatriots," said Ravalomanana at a news conference.

However, Ratsiraka who in France said he is willing to return to his own country if a new general election is held.

Madagascar has been in political crisis between Ratsiraka and Ravalomanana from last December when a general election was held in Madagascar.

Ratsiraka moved his cabinet to the eastern port of Toamasina, his home region and political stronghold, after Ravalomanana was officially sworn in as the head of state of Madagascar in May.

On Sunday, troops loyal to Ravalomanana entered the port of Toamasina.

However, the Organization of African Unity (OAU) last month resolved that it would not recognize Madagascar as a member of thecontinental body until fresh elections are held in the Indian Ocean island country.

Madagascar was excluded in the 76th session of the Council of Ministers and the summit of the OAU held in Durban in July.
