China to Provide Entry and Abode Convenience for Foreign VIPs

The General Office of the State Council on Wednesday released the Regulation on Providing Entry and Abode Convenience for Foreign VIPs, which was jointly drafted by nine ministry-level departments for attracting high-profile foreigners who are regarded as helpful to China's development drive.

The General Office of the State Council on Wednesday released the Regulation on Providing Entry and Abode Convenience for Foreign VIPs, which was jointly drafted by nine ministry-level departments for attracting high-profile foreigners who are regarded as helpful to China's development drive.

According to the regulation, foreign citizens meeting one of the following seven terms will enjoy preferential access and domicile conveniences.

Senior foreign advisors or qualified managerial personnel who have been invited to China by provincial (ministerial)-level departments to direct high-tech projects or key engineering projects;

Foreigners who have made great or outstanding contributions to China and staff implementing inter-governmental free aid programs;

Foreigners employed by major domestic universities or provincial research institutes as research bellwethers who have at least the academic title of associate professor or associate researcher, and core members enjoying equal treatment in the academic and scientific research areas;

Those who have been invited by Chinese enterprises or institutions to serve as deputy general managers or higher positions, or senior managers and professionals enjoying equal treatment in important technical fields;

Personnel who each invest more than US$1 million in China's western or central region for poverty relief and development programs, or US$3 million in other regions, as well as managers and technicians sent to China by foreign enterprises or other economic organizations meeting the above-mentioned terms;

Important scientific prize winners of Chinese origin

Spouses of the above-mentioned personnel and their children under 18

Measures for implementing the said regulation include: Foreigners can request an F-category visa to China, which allows them to enter China many times within a period of two to five years. Their stay in China each time shall not exceed one year.

Foreigners who need to work or stay long term in China may be issued a residence permit, which is valid for two to five years, as well as a Z-formed visa, which allows them to enter China many times within the same period.

Foreigners who are already in China may appeal to departments in charge of entry and exit under local Chinese public security organizations to perform formalities related to visa change.
