Germany cautiously welcomes compromise on international court

The German government on Saturday greeted with reservation the compromise in the UN Security Council,which gave US peacekeepers limited immunity before the International Criminal Court.

The German government on Saturday greeted with reservation the compromise in the UN Security Council,which gave US peacekeepers limited immunity before the International Criminal Court.

Foreign Minister Joschka Fischer told the local press that "thecompromise worked out in the security council does not take fully into account the concern" that Germany has had of the court's integrity being undermined.

But he welcomed that with the compromise the UN peacekeeping mission in Bosnia can be prolonged for another 12 months. The compromise leaves room for continued dialogue, he added.

Fischer also reiterated Berlin's position that no members of a peacekeeping mission need immunity and that the court must be madeinto an effective and credible instrument against war crimes.

On Friday, the UN Security Council adopted a resolution, which gives US citizens immunity before ICC for at least one year and iswidely believed as a compromise between the United States and its European allies on the court issue.

Washington, which does not recognize the court, had threatened to block UN peacekeeping missions in Bosnia and elsewhere if its citizens in such missions are not granted immunity before the court. But its position was strongly criticized by Germany and other European countries.
