Milestone of Sino-Russia Relations: Commentary

On July l6, 2001, President Jiang Zemin of the People's Republic of China and President Vladimir Putin of the Russian Federation signed the "Treaty of Good-Neighborliness and Friendly Cooperation Between the People's Republic of China and the Russian Federation" in Moscow.

----Marking Anniversary of Treaty Cementing Sino-Russia Ties
On July l6, 2001, President Jiang Zemin of the People's Republic of China and President Vladimir Putin of the Russian Federation signed the "Treaty of Good-Neighborliness and Friendly Cooperation Between the People's Republic of China and the Russian Federation" in Moscow.

The treaty laid a solid foundation for the long-term friendly neighboring relations for the two countries, it is a milestone in Sino-Russia relations.

The treaty set forth a brand-new concept, it abandons the old thinking about states relations-either alliance or hostility. It fully represents the common interests between China and Russia in bilateral ties and international affairs. Defining the peaceful thought of "Friendly forever, no hostility", it sets great store by the thought of "No alliance, no hostility, targeting no third countries" and on this basis, it aims to develop good neighboring relations.

Since a year's time after signing the treaty has gone by, both sides have made unremitting efforts and made great achievements in furthering bilateral ties.

Close contacts between the two leaders are the driving force pushing the two countries ahead.

Presidents Jiang and Putin attended the APEC in Shanghai last year, both discussed cooperation prospects. Sino-Russia relations in trade, science and technology, culture, education and other fields are very active.

In the year 2001, Sino-Russia bilateral trade surpassed 10 billion US dollars, setting a historical high.

Since the '9.11' terrorist attack in the US, world strategic pattern and security have changed a lot, big powers are undergoing the most profound changes after the Cold War. Various potential contradictions and crises make things more complicated, safeguarding world peace and stability need rational thoughts.

China and Russia are two large neighbors, both on the UN Security Council, they are also two most influential powers in the world, forging strategic ties is a wise choice they have made.

The treaty conforms to the fundamental interests of the two peoples, it is of great significance for maintaining and promoting regional and even world peace, it is a great contribution to the two peoples of China and Russia.
