A leading English language newspaper in Hong Kong Wednesday dismissed the report of the United States-China Security Review Commission as "crude attempt by its backers to erect trade barriers against China."

South China Morning Post Wednesday carried a commentary saying that the US commission's concern that a wealthy, powerful China "could be hostile to our democratic values" is another way of saying no country should be strong unless it subscribes to American values.

"Once we accept such a premise, which we don't, it follows thatthe United States should impose trade restrictions on China, whether it be US investment or export of high technology to China,or importing of Chinese capital and products into the United States," the newspaper said.

The newspaper said, "Throw in a bunch of figures about growing trade deficits with China and the case against furthering trade would seem water-tight." "But it isn't," it added. "In a global trading system, the pertinent issue is a country's overall trade balance, for which no one trading partner can be held responsible."

It said China has clearly been heading in the right direction of integrating with the outside world and putting the livelihood of its people first.

"An economically strong China that is allowed to take its rightful place in the international arena is far more likely to breed a more open and transparent government," it said.

The report would only add to the level of paranoia about China in the United States and its recommendations could make that paranoia a self-fulfilling prophecy, the newspaper concluded.
