Chinese Foreign Minister Tang Jiaxuan and Russian security chief Vladimir Rushailo concentrated on promoting bilateral ties and cooperation in security issues in talks Wednesday in Beijing.

Rushailo, secretary of the Russian Security Council, is visiting China on the occasion of the first anniversary of the good-neighborly treaty of friendship and cooperation between Chinaand Russia.

Both Tang and Rushailo stressed the significance of the treaty in the development of bilateral ties. They agreed that close contacts between the state leaders of the two countries have played a key role in promoting Sino-Russian relations.

Rushailo said Russia is confident of further development of the bilateral ties following the breakthroughs and progresses which had been made in the areas of bilateral cooperation and trade.

The two sides also exchanged views on major international and regional issues including anti-terrorism.

Tang said a new security concept centering on mutual trust, reciprocal benefits, equality and cooperation should be confirmed around the world as countries become increasingly dependent on each other in the area of security.

China always holds that international disputes should be handled by negotiating and by the use of political, economic, diplomatic and legal means, Tang said.

He blamed an "unfair and irrational" international economy as the underlying cause of insecurity.

Tang said China and Russia share wide-ranging common interests in international and regional security, as well as on anti-terrorism issues.

He said increased cooperation in security will benefit the development of the Sino-Russian strategic partnership of cooperation.

Echoing Tang, Rushailo said Russia opposes the use of double standards in fighting against terrorism, and labeling all people of specific nations or religions as terrorists.

Russia is willing to enhance cooperation with China in the anti-terrorism field under the framework of the United Nations and in other ways, Rushailo said.
