Beijing Opens Door to Overseas Head Hunters

Overseas and Chinese firms can jointly set up job agencies in Beijing as of Saturday, marking the beginning of the city's conditional open door to overseas employment agencies.

Overseas and Chinese firms can jointly set up job agencies in Beijing as of Saturday, marking the beginning of the city's conditional open door to overseas employment agencies.

A spokesman for the Personnel Bureau of the Beijing Municipal government said Beijing's Provisional Regulation on Sino-overseas Funded Employment Agencies, which took effect as of July 20, indicated overseas head hunters could enter the job market conditionally.

According to the Beijing municipal government regulation, overseas firms cannot establish solely foreign-funded job agenciesfor the time being.

The joint venture should have sufficient capital, a fixed location and facilities for running the services.

It also states that a joint venture job agency must have at least five full-time employees qualified with professional training.

The business of job agencies should cover the collection, processing and publication of information on job seeking and related consultations.

Yang Yonghe, director of the Managerial Office of the Beijing Human Resources Market, said a number of internationally known recruitment agencies had expressed interest in entering the market.
