15 Beijing Banks Deliberating on Toll Passbook Loss Service

Fifteen Chinese banks are deliberating on a fee method for passbook-check-receipt loss service by which a certain amount of fees is to be charged on services provided and costs involved.

Fifteen Chinese banks are deliberating on a fee method for passbook-check-receipt loss service by which a certain amount of fees is to be charged on services provided and costs involved.

However no final decision has been made to that end and necessary toll ways will have to be worked out and the amount of fees to be fixed according to sources from Beijing Banking Service Association. Estimably, the amount of fees to be charged is placed at around 1.85 yuan.

The responsible person told that so far nothing in the way of a fee method for most banks has been introduced in operation except service charges demanded on overdrafts made and due costs brought. Toll passbook loss service generally involves a heavier three- to four-fold workload than ordinary. No fees would likewise be charged on various subsequent procedures after initial passbook providing service performed.

In view of this, Huang Jinlao, research fellow of Financial Research Center of the Chinese Academy of Social Sciences said that customers in foreign countries with a credit card on hand are generally demanded merely for a certain amount of annual pay and card charge.

When it comes to reporting the loss of passbook and deposit receipt some amounts of fees must also be charged. In this sense, pay service and costs demanded as expected from loss of passbook, checks or deposit receipt in China are totally in accord with international practice.

Huang also points out that Chinese banks should not think about what toll ways are to be introduced and how much charges are to be fixed on their customers but cut workload, improved service and cut costs should be considered first in the interest of the customers.

In China today, there are already tens of thousands of banking service centers that have been set up and being placed with a staff of over one million at the service of a multitude of customers.

But things are still being run in a simple way and have not yet been at a desirable level. Some service items have been charged at a fairly high level such as remittance at a rate of 1%. An optimal development of China's toll passbook loss service has become all the more necessary without doubt.
