Knocked-off Employees Possible to Increase in China

The later half of the year is possible to see an increase in the total number of the knocked-off and unemployed workers in China, revealed by the information by the Ministry of Labor and Social Security.

The ministry called a press conference for the second season on Thursday in Beijing, at which Xin Changxing, spokesman of the ministry revealed the news and recently saw a slight rise in the ratio of the unemployed as proved. However, he was also confident that along with the further strengthening of the work for re-employment it was possible to control the rate of unemployment in a framework of 4.5 percent.

The latest data provided by the ministry indicate that up to the end of last June the knocked-off workers from the State-owned enterprises came to 4.64 million in China, of which 89 percent have entered into the service center for re-employment. It is about the same as that by the end of last year. For those unemployed in the service center the cost of living is by and large sufficiently given and on time with social insurance handed in on their behalf.

Nevertheless, the data expose something to be worried about, i.e. of the 100 knocked-off workers only a bit more than nine get re-employed. And the number is diminishing as compared to that of last year. For this the official of the Ministry of Labor and Security explained that this was caused by the more supply yet fewer demands on the one hand and on the other the conception of the knocked-off workers for the re-employment needs to be altered.

Compared to the unemployed the employed are more fortunate yet they have their vexations. To ensure the legal rights and benefits of the laborers, especially the relatively weak group among them the Ministry of Labor and Security has, in the first half of the year, intensified the supervision and control on the execution of the laws. The stress was particularly laid on the special checkup of the rights and benefits for workers from rural areas and women workers.

In the supervision work for the workers from rural areas, the checked-up cases that were in violation of the law of labor and social security came to some 60,000 in total. Instructions were given to the units that deducted or put back in payment the wages of the rural workers, and the social insurance payment for them, came to more than RMB 100 million-yuan respectively.

As to the work for the insurance of health much concerned by the people outside, Xin Changxing expressed that it was on a steady expansion to cover a larger area of independent economic bodies and free lance jobbers. And by the end of the year, all cities in China have to launch and implement the basic health insurance system.
