Former Leader of Opposition to Form New Party in Mozambique

A former leader of the major opposition party in Mozambique, Renamo, has admitted the possibility of creating a third force in the country to contest the 2004 general elections, daily Noticias reported Tuesday.

Raul Domingos, who used to be number 2 in Renamo, said that he will not transform the NGO he has set up, the Democratic Institutefor Peace and Development (IPADE), into a political party.

"IPADE was created with the specific objectives of promoting peace, democracy and citizenship, and it should continue to undertake these actions," he said.

"As for the possibility of creating a national political force,which would be a credible alternative to Frelimo and Renamo, such an idea should in no way affect IPADE. IPADE is IPADE, and the political party will be a political party," he added.

He also agreed "the country needs a democratic alternative to the established power. So a group of experts are looking into the technical and political viability of setting up such a force."

But he did not want to create just another party to add to the 26 that have already existed. Any new organization, he stressed, must be something that makes the necessary difference to constitute a credible democratic alternative.

Domingos, who negotiated an end to Renamo's 16-year guerrilla war against the government in 1992, was sacked in 2000, accused ofbeing "excessively" close to the ruling Frelimo party and of usinghis political influence for personal gain.
