The CPC Central Committee and the State Council lately released "Opinions on Further Strengthening and Improvement of Physical Culture Work in the New Period". Physical culture work is demanded to strive for an all-round development to meet the need of the broad masses of the people has become the common task placed before the Chinese Communist Party, governments at all levels and all ethnic groups to push ahead China's social, spiritual and material construction.

All physical culture work must be channeled into the cause of building up people's health to bring about a speedy rise of the Chinese nation and economy under the great banner of the theory of Deng Xiaoping as demanded by the "three represent's" thought of Comrade Jiang Zemin.

Specifically, physical culture is to be developed in the service of the Chinese people and the drive of China's modernization. Institutional reform will be carried out in China's physical culture work, a national fit-up plan is to be formulated and new mechanisms will be set up along with a healthy vigorous development of competitive sports in China. The overall demand is to proceed from the actual conditions of China, an integrated development of the cause of physical culture with economy and social progress is to be achieved.

With regard to a strategic development of competitive sports in China, the "Opinions" point out that to host the 2008 Olympic Games is a system engineering undertaking. Close coordination between areas, departments and fields are needed.

Efforts should be made to ensure complete success of the 2008 Olympic Games by which China's sports level is to be tested and raised not to say to make the Olympiad an gold opportunity to greatly promote China's social and economic progress.

Meanwhile, no less importance should be attached and support given to hosting the 2008 Paralympics Games and the selection and training of handicapped athletes and organization of representative teams to the Paralympics in the way a successful world Paralympiad is to be held in Beijing in 2008.
