PNA Can Stop Attacks if Israeli Occupation Ends: Official

A top security aide to Palestinian leader Yasser Arafat said on Thursday the Palestinian National Authority (PNA) would be able to stop attacks against Israel, if Israel pulls out from the Palestinian territories it occupied since September 2000.

A top security aide to Palestinian leader Yasser Arafat said on Thursday the Palestinian National Authority (PNA) would be able to stop attacks against Israel, if Israel pulls out from the Palestinian territories it occupied since September 2000.

Mohamed Dahlan, a national security advisor to Arafat, said the PNA can fulfill its security commitments and sue any Palestinian who violates the law, only if Israel ends its occupation of Palestinian towns and villages.

Dahlan told reporters that the PNA would not be able to fulfill its security commitments and carry out practical steps on the ground "while Israeli tanks, armored vehicles, troops are occupyingthe Palestinian territories."

"The Palestinian (National) Authority urges Israel to withdraw from more Palestinian cities," Dahlan stressed, adding that "then the Palestinians would be able to prevent armed attacks against Israel and sue anybody who violates the law."

"This would never happen unless the Israeli army pulls out from the territories which were controlled by the Palestinian National Authority," said Dahlan.

Dahlan has resigned his position as the chief of the preventive security service in the Gaza Strip. However, he is considered as one of the most important security figures who are close to Arafat.

Dahlan was not only a high-ranking security officer, but also a peace negotiator over the past eight years of the peace process. Healso participated in signing on the Gaza-Bethlehem first gradual pullout agreement on Sunday.

"Israel had violated all the signed agreements, especially the last one," said Dahlan, adding that when Israeli Defense Minister Binyamin Ben Eliezer signed on the agreement, he promised Israel "would be fully committed to implement the deal."

Dahlan said he believes that Ben Eliezer is facing the pressure of some figures among the Israeli army and the Jewish settlers, adding that "both are trying to pull him back not to make the agreement succeed."
