S. Korean Parliament Vetoes Nominee for Prime Minister

The South Korean National Assembly (parliament) Wednesday vetoed the confirmation motion for Chang Dae-whan as prime minister in a voting for the second time in a month, the South Korean national news agency Yonhap News reported.

The South Korean National Assembly (parliament) Wednesday vetoed the confirmation motion for Chang Dae-whan as prime minister in a vote, the South Korean national news agency Yonhap News reported.

Among 266 representatives of the total 272-member parliament who attended the ballots, 151 were against, 112 for, and three abstained, said Yonhap.

It is the second time in a month that the National Assembly has voted down the confirmation motion of the prime minister nominee. The parliament rejected the previous prime minister-designate, former Ewha Woman's University President Chang Sang on July 31 after two-day confirmation hearing over concerns about real estate transactions and her son's US citizenship.

Chang Dae-whan, who is former president-publisher of the Maeil Business Newspaper, was grilled by the lawmakers during the two-day hearing in parliament from Aug. 26 to Aug. 27 over such issuesas real estate speculation and questionable financial transactions as well as his academic background.

The rejection came as no surprise since the biggest opposition party Grand National Party (GNP), which holds three seats more than necessary for an outright majority in the 272-seat parliament, decided at a general meeting of its affiliated lawmakers to vote down Chang's confirmation, citing the nominee's questionable ethical standards and inability to manage state affairs, said Yonhap.

After the GNP's decision was made known, members of the Millennium Democratic Party (MDP) walked out of the main assembly room in protest, delaying the vote by about 40 minutes.

Chang Dae-whan was selected by President Kim Dae-jung on Aug. 9as the prime minister nominee, more than a month after former Prime Minister Lee Han-dong was replaced in the July 11 cabinet reshuffle.
