30 Years to Turn China 'World Manufacture Center'

China to develop 'manufacture on a world scale' in the 21st century depends on an overall sustainable fast growth and pivotal wielding power to be developed by the Chinese economy. "China needs an annual 7 percent growth in the coming 30 years to become "world manufacture center", said experts at the high-level "Skilled Elites and China Manufacture" forum September 1.

Manufacture to play a major role within 20 years
"China may become 'world manufacture center'. But it must stick to a pivotal position of the world economy by its economic growth in the coming few dozens of years. Though China has kept up a fast growth in economy yet things with the country's manufacture have not been all plain sailing," said Liu Wei, president of Beijing University Institute of Economies.

Manufacture has all along played a weighty role in China's economic growth in the past 20 years. Statistics from the State Statistics Bureau show that a 40 percent output value of domestic production in China in the first half of 2002 has been attributed to its manufacture as the chief source generating half of the country's revenue. Meanwhile, it also has had half of the country's work opportunities in cities provided.

Experts predict that manufacture in China will continue to contribute a major part of the country's revenue during the first 20 years in the 21st century at least. This is due to the fact China with its economy is in an accelerated state of development and when an annual 7 percent growth rate is maintained China will be on the way to be industrialized by 2030.

Opportunities greater than challenges posed
According to Feng Fei, official with the Development Research Center of the State Council (DRC), China by its manufacture ranking world 4th has been in a favorable place to take part in world competition and international division of work.

Statistics show that of China's export mix industrial products have come to take over 80 percent of the country's exports. China has been on the way to become a manufacture base instead of being merely made an assembly base of foreign transnationals and by relying on its own strength it has come to compete with its foreign counterparts.

Experts hold that we should make fullest use of the comparative advantages of China's manufacture. "Though China's manufacture is in a place next to the US yet there still remains a big gap when compared with other developed countries," said Feng.

Feng holds that when compared with developed countries four gaps are shown by China's manufacture. First is great technological dependence on developed countries. Second, China's manufacture is still at a low level, of which exports about 51 percent are by processing. Third is a lack of resources and a big demand on foreign material supply. Among these are included 100 percent photo fiber imports, integrated circuits, oil and oil processing about 80 percent, 57 percent of mechanic products. Fourth is a lack of large international-class enterprises.

No few suggestions have thus been made by experts at the forum to advance China's manufacture. An expert view from China-EU Industrial Professional Education and Training Office was that to become 'world manufacture center' forces on China a direct part in world competition.

'Only through developing international division of work, gradually taking hold of core technologies coupled with creative power can China sharpen great competitive edge,'' said Zhang Shuguang. Meanwhile, he reminded that China should through developing international competition gain access to and break down all brambles arbitrarily erected on international markets.
