Hong Kong Sets up Working Group on Civil Service Pay Adjustment

Joseph W P Wong, secretary for the civil service of Hong Kong, announced Monday the setting up of a working group involving staff representatives to discuss the 2003 civil service pay adjustment and related issues.

Joseph W P Wong, secretary for the civil service of Hong Kong, announced Monday the setting up of a working group involving staff representatives to discuss the 2003 civil service pay adjustment and related issues.

"During the past weeks, I have met with the staff sides of several Central Consultative Councils, major service-wide staff unions as well as a wide spectrum of civil servants to discuss various issues concerning civil service management," Wong said.

"In view of the concerns expressed by staff on these occasions about next year's civil service pay adjustment, I consider it beneficial to engage staff representatives in discussions to examine in greater detail all relevant considerations and to explore the feasibility and practicality of different options before the administration decides on the way forward," he added.

The working group will comprise representatives from both the official side and the staff sides of the Central Consultative Councils as well as representatives from the four major service-wide staff unions.

The working group will be chaired by Jessie Ting, deputy secretary for the civil service. It will convene its first meetinglater this month and is expected to complete its discussions by early November this year.

In the light of the outcome of the discussions in the working group and taking account of other relevant factors, the chief executive will then take a decision on the approach to be adopted for the 2003 civil service pay adjustment exercise.

"The working group will provide a useful forum for the management and staff representatives to exchange views on this important matter. The final decision taken by the government will have full regard to the overall interest of Hong Kong," said Wong.
