The Palestinian National Authority (PNA) Legislative Council (PLC) convened on Monday at Palestinian leader Yasser Arafat headquarters in the West Bank town of Ramallah.

PLC Speaker Ahmed Qurea, also known as Abu Alla, opened the meeting.

"I begin our meeting today in extremely difficult and complicated circumstance while destruction resulted by the Israeli occupation is around us," the speaker said.

Qurea announced the end of the sixth round of the parliament andthe resignation of the PLC secretariat before the law makers, adding that internal elections are to be held during Monday session to elect a new speaker and the new secretariat.

"We are meeting here today while the Israeli army tanks are besieging this place, and the Israeli aggression on our people and our leadership is continued round the clock," said Qurea.

He disclosed that Arafat would address a speech before the PLC members, in which the leader would clarify to the PLC the current political situation and reiterate his call for a stop of suicide bombing attacks against Israel.

Palestinian sources closed to Arafat said Arafat would say in his speech that suicide-bombing attacks helped Israel and gave it the excuse to continue its military attacks and operations against the Palestinian people.

The PLC members would vote for giving confidence to the new reshuffled government assigned on June after Arafat announced on May a campaign of reforms into the PNA.

About 13 members from the Gaza Strip were banned by Israel to leave Gaza to the West Bank to attend the PLC meeting. However, they can attend the meeting via Video Conference facilities in Gaza.

Parliamentarians from several countries and foreign diplomats attended the meeting.
