Vietnamese Top State Prosecutor Dismissed from Post

A top state prosecutor and senior Ho Chi Minh City police official have been expelled from the Communist Party of Vietnam (CPV) and their jobs due to their link with the criminal gang of Nam Cam, according to a report of Vietnam News on Wednesday.

A top state prosecutor and senior Ho Chi Minh City police official have been expelled from the Communist Party of Vietnam (CPV) and their jobs due to their link with the criminal gang of Nam Cam, according to a report of Vietnam News on Wednesday.

Vietnamese State President Tran Duc Luong has signed a decisiondismissing Pham Si Chien from his posts as Deputy Chief of the Supreme People's Procuracy (SPP) and prosecutor of the SPP.

Earlier, on Sept. 3, the Secretariat of the CPV Central Committee also issued a decision depriving Pham Sy Chien of his party membership.

Ho Chi Minh City's Deputy Chief of Police Bureau, Colonel Vo Van Mang, got marching orders from the party on Monday. He had earlier been suspended from his job.

Their dismissals were for dereliction of duty and their relationship with several members of the underworld gang of Nam Cam, who was apprehended last December for murder, gambling, drug trafficking, prostitution and extortion.

Chien was ousted after the secretariat of the CPV Central Committee found him guilty of signing an order for Nam Cam's earlyrelease in September 1996. He secretariat concluded that Chien had"materially benefited" from his relationship with the gang, and was dishonest during a review process.

Between 1990-1996, Mang served as chief of police in Ho Chi Minh City's District 4, where Bay Sy, Cam's brother-in-law, ran a large gambling house. The gang operated with impunity for years despite complaints by local residents against the gambling den, which was later taken over by Nam Cam.

The 55-year-old Mang was appointed deputy chief of the Ho Chi Minh City Police in 1998, in which position he failed to stop the gang's activities, which included protection, organizing gambling houses and other criminal rackets.

A number of his subordinates who had links with the Nam Cam gang have also been indicted.

Truong Van Cam, notoriously known as "Nam Cam", is the crime boss of a underworld gang on the charges of murder, assault, gambling, fraud and bribery in Ho Chi Minh City.
