ian Foreign Minister Kamal Kharrazi on Sunday warned against fighting terrorism with unbridled use of violence.
"Fighting terrorism with unbridled use of violence is bound to exacerbate the situation and expand the devastation of violence in the world," Kharrazi told the 57th session of the United Nations General Assembly this afternoon.
Kharrazi said, "Combating the sinister phenomenon of terrorism is an urgent and unavoidable imperative. Meanwhile in our relentless fight, we should not ignore the breeding grounds of terrorism."
He said that "terrorism can be contained only through a law-based counter-terrorism strategy that earns the full cooperation of all members of the international community."
He said a genuine and effective fight against terrorism must include an attempt to identify the underlying root causes of terrorism on the one hand, and a concerted effort by the international community to address them, on the other.
"To call for addressing the root causes of terrorism should, inno way, be construed as an attempt to justify terrorism or derogate from the severity of terrorist acts or the severity of the punishments which the terrorists deserve," said the Iranian minister.
Kharrazi called for "a wise and principled approach" to fighting terrorism, which he said would include a conference of international leaders that would agree on a definition of the phenomenon.
The
United States
has long listed Iran as a state sponsor of terrorism. After the Sept. 11 terror attacks in the United States, US President George W. Bush lumped Iran in an "axis of evil." Iranhas condemned the Sept. 11 terror attacks.
Kharrazi, in his speech to the General Assembly, also said his country opposes any unilateral or military intervention in
Iraq
and supports Iraq's sovereignty and territorial integrity.
He also said that Iraq should comply with relevant Security Council resolutions, particularly those concerning the return of the weapons inspectors, and that Iraq's compliance should be followed by the lifting of the international sanctions on that country.
