Mozambican Prime Minister Pascoal Mocumbi said on Thursday that the case against those alleged to have murdered prominent journalist Carlos Cardoso "is a test of justice and the capacity" of the country to deal with organized crime.

At a weekly press conference in Maputo, Mocumbi was commenting on the escape from a top security jail on Sept. 1 of Anibal dos Santos, better known as "Anibalzinho", and believed to be the leader of the group that killed Cardoso as he returned home from work in November, 2000.

There was no further information from police on the fugitive's whereabouts, Mocumbi said, adding that he would be happy when Anibalzinho was behind bars again.

"We are at a very decisive stage in the reform of the judicial system. Without institutions it is not possible to get our country moving and we are having to build these bodies step-by-step," said the prime minister.

Questioned on the possible impact the escape of Cardoso's killer would have on international support for Mozambique, Mocumbisaid that overseas partners recognized what Maputo had achieved in devising and creating legal bodies that fulfilled their missions.

Anibalzinho was to have stood trial this month, together with six other suspects, on charges of organizing and carrying out Cardoso's murder.

The escape of the main suspect in the case provoked nationwide controversy with allegations rife that the prisoner was abetted by state officials.

The Cardoso case has also highlighted Mozambique's deep-rooted corruption and organized crime problems.

The journalist was investigating an alleged 14 million US dollars bank fraud at the time of his death.
