The visit was announced by President Bush last week as part of his administration's efforts to resume high-level contacts with Pyongyang, which have been suspended since he was elected US president in January, 2000.

Kelly is reported to be heading a delegation of about 10 US officials from the State Department, the Pentagon and other US governmental agencies.
