FM Spokeswoman on US Foreign Relations Authorization Act

China will never accept the US Foreign Relations Authorization Act Fiscal Year 2003, which contains several articles violating both the three Sino-US joint communiques and the one-China policy, policies to which the US has repeatedly claimed it adheres.

Chinese Foreign Ministry spokeswoman Zhang Qiyue made the comments in response to questions concerning the Authorization Act recently signed into law by US President George W. Bush.

Zhang added that the afore-mentioned articles constitute wanton interference in China's internal affairs and that China will never accept them.

"China lodged serious representations on repeated occasions to the US, however, the Act was still signed into law," said Zhang. "We are strongly dissatisfied with that. "

Zhang said China has taken note of the announcement made by President Bush during the signing to the effect that the above-mentioned articles were inappropriate, the one-China policy of the US had not changed, and that the signing of the Act did not mean that he had accepted them nor incorporated them into the country's foreign policy.

"We hope the U.S. side means what it says and will not implement those articles so as to avoid any negative impact on China-US relations," said Zhang.
