Vietnamese ambassador to Russia Nguyen Van Nganh announced on Tuesday that Vietnam would not allow any foreign state to rent Cam Ranh Bay for military purposes, Russian news agencies reported.

He made the remarks in an interview with local media on the eveof first visit to Russia by Secretary General of the Central Committee of the Communist Party of Vietnam Nong Du Manh.

The ambassador dismissed some western media reports which said that Cam Ranh Bay might be leased to the United States.

He stressed that Vietnam "is able to find the most optimal version for the effective use of the Cam Ranh Bay to promote the country's socio-economic development and defend it."

Cam Ranh Bay was once the largest overseas navy base of the former Soviet Union and Russia. Under a 1979 agreement between theformer Soviet Union and Vietnam, its free usage by Russian navy would expire in 2004.

In October 2001, Russian President Vladimir Putin declared thatRussia would withdraw from the military base in Cam Ranh Bay, starting from January 1, 2002. From then on, some western mass media have repeatedly reported about its possible lease to the US military.
