EU Executive Says 10 Candidates Can Join by 2004

The European Commission, executive arm of the European Union (EU), said on Wednesday that 10 candidate countries are able to wrap up accession talks in December and join the bloc in 2004 for a milestone reunification of Europe.

The European Commission, executive arm of the European Union (EU), said on Wednesday that 10 candidate countries are able to wrap up accession talks in December and join the bloc in 2004 for a milestone reunification of Europe.

For the fifth and largest enlargement in history of the bloc, the EU executive said the 10, including Cyprus, the Czech Republic,Estonia, Hungary, Latvia, Lithuania, Malta, Poland, and Slovenia, are now ready to compete inside the EU's single market following long and painful economic and social reforms.

In its assessment report on all the 13 candidate countries, thecommission said Bulgaria, Romania and Turkey "do not fully meet" the EU's accession criteria.
