The US House of Representatives approved a bill by a vote of 357-48 Thursday night to reform the country's election system after months of bargaining between House and Senate negotiators.

The bill grants 3.8 billion dollars over three years to states for new upgraded machines and establishing voter rolls.

The bill would establish statewide registration lists that use the last four digits of a voter's driver's license or Social Security number as an identifier for the database. Voters with neither number would be assigned an identifying number by the state.

Under the bill, at least one voting machine for the disabled has to be set up at a polling station.

The measure would require states to comply with a number of new federal election standards and allow people to check ballots and correct errors before their votes are counted.

Voters who are challenged at the polling place would be permitted to cast provisional ballots. Election officials would decide whether the ballots are valid later.

The bill was passed in response to the balloting problems in Florida State that delayed the presidential election result in 2000.

The House sent the measure to the Senate which is expected to take it up by the weekend. President George W. Bush has expressed his intention to sign the measure.
