China Has About 8 Million Jobless by Int'l Definition

China's jobless people should stand at 8 million according to international definition, it is neither bigger as estimated by outsiders, nor the current figure, said Qiu Xiaohua, deputy head of National Bureau of Statistics (NBS).

Qiu told this at a national conference looking into first three quarters' economic performance. He said that jobless rate in cities and towns stands at around 4-5%.

According to reports, state-owned enterprises' laid-off workers reached 4.43 million by the end of August, somewhat less than the early year's 5.15 million.

Qiu said that employment still poses a pressure in economic performance. Most of laid-off workers are not young and their education level is not high, they are not very capable of adapting to new posts.

What's more, current employment requirements have changed a lot, all these result in a continued increase in jobless rate. By the end of June, 7.3 million were registered as jobless.

Qiu said that joblessness is something hard to be defined, China is making statistics on jobless rate according to international standard, by then, a complete unemployment statistics will be launched.
