Montenegro's Pro-independence Coalition Wins in Parliamentary Elections

The pro-independence coalition led by Montenegro's President Milo Djukanovic won 39 seats in the 75-seat parliament in an early election held Sunday, an unofficial organization in Podgorica announced on Sunday.

The pro-independence coalition led by Montenegro's President Milo Djukanovic won 39 seats in the 75-seat parliament in an early election held Sunday, an unofficial organization in Podgorica announced on Sunday.

The victory enabled the coalition, "Democratic List for a European Montenegro" to form a new government by its own.

The anti-independence bloc won 30 seats, Liberal Alliance 4 seats, the ethnic Albanian grouping 2 seats.

The coalition, made up by the Democratic Party of Socialists (DPS), the Social Democratic Party (SDP), and two small parties, insists Montenegro should establish a loose federation with Serbia,and Montenegro should reserve the right to declare independence three years later.

The anti-indenpendence "Together for Changes" bloc, composed ofthe Socialist People's Party (SNP), People's Party of Montenegro and Serb People's Party, advocates to maintain the Yugoslav federation between Montenegro and Serbia.

The pro-independence coalition won 36 seats in the parliamentary elections held in April last year, losing the chanceto solely form the new government.

In March, the Montenegrin government signed an deal with Serbiaon future relations between the two Yugoslav republics.

Under the deal, Serbia and Montenegro would maintain a loose union, sharing one seat in the United Nations and implementing a common defense and foreign policy but running most affairs separately.

But the implementation of the deal was stalled when Djukanovic's opponents triggered a government crisis, leading to the early election.

Analysts here said the election results will strength the negotiation position of the parties insisting on the independence of Montenegro in drawing up the constitutional charter of the state of Serbia and Montenegro.
