China's four giant telecom operators told the press that the settlement prices of international calls and calls to Hong Kong, Macao and Taiwan are not the same things with fees charged to users.

People responsible for China Telecom, China Netcom, China Unicom and China Mobile pointed out that the settlement prices are decided by agreements among telecom operators, which is different from fees charged to the users. Fee for phone calls in different countries and regions is independently decided by these countries and regions themselves, which has nothing direct to do with settlement prices.

What's more, settlement prices are conducted only after canceling out the volume of phone calls between operators, that is, the settled sum will be small if phone calls between two operators are almost the same in volume.

Currently the direct calls between Hong Kong and mainland are well balanced, therefore no great impact will be made on the cost of service in which Hong Kong users make direct calls to the mainland.

As learned, the four operators have communicated with related HK telecom companies, made explanation and reached common understanding on certain issues. A few HK companies also made explanation to the local press and the public, saying that they will work out a new charge rate for calls to mainland, which will certainly be lower than the already raised rate.
