Second Phase of Somali Peace Talks to Start Next Week

Phase two of the on-going Somali national peace talks will start on Nov. 11 at Eldoret, Kenya, the Kenyan Foreign Ministry said Thursday in Nairobi.

Phase two of the on-going Somali national peace talks will start on Nov. 11 at Eldoret, Kenya, the Kenyan Foreign Ministry said Thursday in Nairobi.

In a press release, the ministry also said that phase two of the talks will be conducted through six committees which will each address specific issues of the Somali conflict.

The committees will address issues such as constitution and broad-based governance, reconciliation and human rights, institutional building and resource mobilization, peace building and disarmament, the release said.

Meanwhile, the number of delegates to the Somalia National Reconciliation Conference will be reduced to 362, and the number of participants approved for the six committees will be only 90.

According to Elijah Mwangale, Kenyan special envoy to Somalia, arrangements will be made to transport the excess delegates back to Somalia.

However, he said that those wishing to continue staying at the Eldoret, the venue of the conference, may do so at their own expense.

Phase one of the peace conference started on Oct. 15 and ended on Oct. 27 when the 23 factional leaders signed an agreement to stop fighting at home.

Kenyan President Daniel arap Moi also appended his signature to the peace accord.
