Foreign Couriers Apply for New Certificates in China

The world's four major express delivery companies have applied for new approval certificates to the State Post Bureau (China Post) which oversees the express delivery companies for the foreign trade authority.

The world's four major express delivery companies have applied for new approval certificates to the State Post Bureau (China Post) which oversees the express delivery companies for the foreign trade authority.

Eddy Chan, a spokesman for the Conference of Asia-Pacific Express Carriers, said that the four big companies -- FedEx, UPS, DHL and TNT -- have all submitted the application on Nov. 7, the day before the deadline set by China Post.

China Post replaced the Ministry of Foreign Trade and Economic Cooperation (MOFTEC) to become the regulator of China's express delivery companies in September.

Foreign express companies still need MOFTEC's approval for licenses but China Post will now oversee them.

China Post issued a statement on Sept. 7, asking foreign express companies to apply for a new operating permit within 60 days.

Departments concerned promised that the new certificate from China Post will cover the same scope, area and duration as the original one, Chan said.

But he said that foreign companies are still reluctant to accept China Post as the regulator since its commercial arm, Express Mail Service (EMS), is the only domestic competitor to foreign companies.

EMS has its international sales reach 1.07 billion yuan (129.3 million US dollars) last year, accounting for 35 percent of the international express delivery business in China.

The remaining market were shared by the four major foreign companies, China Daily said.

The express delivery market in China is valued at 5 billion yuan (604 million US dollars) so far.
