Major US IT Company to Set up China Offices: Interview

US-based Concord Communications will set up an office first in Beijing and then in Shanghai starting from 2003 in light of China's intensive application of information technology (IT).

US-based Concord Communications will set up an office first in Beijing and then in Shanghai starting from 2003 in light of China's intensive application of information technology (IT).

Melissa Cruz, executive vice president and chief financial officer of the computer fault and performance management software company, revealed the company's China business development plan to Xinhua in an exclusive interview during her trip to meet various media in Hong Kong, which ended Friday afternoon.

Cruz said China's new industrialization and IT initiative announced in the recently held 16th Congress of the Chinese Communist Party (CPC) in Beijing has presented the global IT industry with fresh business development prospects.

"The 16th Congress of the CPC initiative, combined with the World Trade Organization (WTO) initiative, means that not just the telecommunication companies, but different companies want to have competition from the global market in China," she said.

"For the companies to succeed, they're looking for ways and opportunities to have a competitive advantage.... We think that's excellent. That's why we are so eager in moving into that market," she said.

Cruz revealed that the first office will be set up in the second half of 2003 in Beijing hopefully to secure a share in the telecom market of China.

As for the company's office to be set up in Shanghai, the company said it hopes to target the financial industry there, particularly the commercial banking industry.

She said both offices will be staffed by three people each, all of whom will be hired from the Chinese mainland.

"There is a lot of good technology skills available in the Chinese mainland right now. There is so much skill and expertise in that market," she said.

At the moment, Concord has an office in the Hong Kong Special Administrative Region (HKSAR). Its customers include the HKSAR IT Services Department, Chase Manhattan Bank Hong Kong, Pacific Century Cyberworks (PCCW) and HSBC.

The company's other partners include Nortel Networks, AT&T, Deutsche Telekom, British Telecom, McDonald's Mercedes-Benz, American Express, Siemens, Visa International and Fuji Films.

The company sells an integrated fault and performance management solution called eHealth Suite that works end-to-end across all applications, systems and networks, giving clients the ability to detect, notify, isolate and resolve failed processes before they impact business.
