Over 100,000 CPC Grass-roots Units Formed in Private Enterprises

In the past five years large numbers of representative figures have emerged in the private sector. By the first half of this year, 105167 Party organizations at the grass-roots level have been formed in private enterprises.

Jing Shuping, chairman of All-China Federation of Industry & Commerce (ACFIC), noted last Saturday that in the past five years large numbers of representative figures have emerged in the private sector. Of these, 9065 have been elected deputies to the People's Congresses at the county level or above, and 32025 committee members of the Chinese People's Political Consultative Conference at the county level or above. By the first half of this year, 105167 Party organizations at the grass-roots level have been formed in private enterprises.

At the ACFIC's 9th National Congress convened that day, Jing Shuping, on behalf of the 8th Executive Committee of ACFIC, made a work report titled "Creating a New Work Situation of ACFIC in Accordance with the 'Three Represents'".

Referring to nonpublic-owned economic figures as law-abiding in both operation and tax payment, Jing Shuping said that they have been playing a positive role in participating actively in reform of the state-owned enterprises, employing the laid-off workers and joining in public services in the past five years. At present, the national nonpublic-owned enterprises have got an employment of 4.64mn laid-offs. And 720,000 civil-run enterprises have established an insurance system covering three social insurances. The tax payment from individual and private enterprises amounted to 182.9bn yuan in 2001. And during the 1998's fight against flood in the Yangtze and Songhua river basins, a total donation worth of 850mn yuan was made by nonpublic economic personages or ACFIC's member enterprises in China.

Jing Shuping also pointed out that it was by no means a coincidence regarding the rapid development of nonpublic economy and the sound growth of nonpublic economic figures. On the whole, the root cause lay in the correct leadership of the Communist Party of China, he said.
