Russian President Vladimir Putin promised Tuesday that the government would continue to improve the social standing of servicemen, while urging the Defense Ministry to keep a closer eye on its finances.

The cabinet should continue raising the servicemen's salaries following an earlier decision this year to double them, said the president. However, he said, the defense ministry should guarantee"strict control over the spending of the allocated funds."

"It's your responsibility to end abuses and make all the spending fully transparent," Putin said during a meeting with leadership of the military. "Regrettably, quite often the Defense Ministry itself doesn't know where the government money is going."

The president, who has regarded the reform of Russia's underfunded military as a top priority, also instructed the defense ministry to stem military crimes, primarily those related with the use of weapons. The military should work to strengthen disciplines to avoid such crimes, he stressed.

According to Defense Minister Sergei Ivanov, excluding deaths in battle, 531 servicemen had died on duty so far this year because of accidents and crimes and 20,000 more had been injured, the Interfax-Military News Agency reported Tuesday.

Every Russian man aged 18-27 is required to serve two years in the military, but only about 11 percent of young men eligible for draft are actually called up.
