East China's Shandong Province has been suffering a severe drought this year and until next year there will be over 9 million people in shortage of grains.

Civil administration department of the province has demanded that measures should be taken such as opening granaries to guarantee that all people affected are well fed and kept warm.

As reported, there are currently 2.57 million people among the 9 million who has neither grain nor money, and began to borrow grains from relatives.

The province has urged all-level grain departments to open granaries to aid people, especially those who can not afford government grains. Besides, relief fund should be used effectively and distributed to people's hands in the form of flour and oil. Efforts will also be made to keep prices stable.

Meanwhile, a serie of activities is planned to collect donations to guarantee a warm winter for drought affected people.
