Top Planner on Main Economic Tasks for 1st 20 Years in New Century

The main tasks of economic construction and reform in the first 20 years of the new century set forth in the report to the 16th CPC National Congress are basic principles guiding China's economic work in a considerably long period of time to come, and are of great practical and far-reaching significance in accelerating the nation's modernization drive.

The main tasks of economic construction and reform in the first 20 years of the new century set forth in the report to the 16th CPC National Congress are basic principles guiding China's economic work in a considerably long period of time to come, and are of great practical and far-reaching significance in accelerating the nation's modernization drive, Zeng Peiyan, member of the Political Bureau of CPC Central Committee and minister in charge of the State Development Planning Commission, recently pointed out in a long article.

Zeng elaborated on the main tasks of economic construction and reform before the year 2020.

1. To keep the sustained, rapid and sound development of the national economy is the basic guarantee for fully realizing the goal of building a well-off society in an all-round way. Although it's more difficult to keep a rather rapid growth rate because the base number of GDP is big, China's economic potential can be fully tapped so long as successes are gained in structural adjustment and breakthroughs made in system reforms.

2. To energetically push forward strategic adjustment of economic structure is an important link in maintaining the sustained, rapid and sound development of the national economy. The Chinese economy has entered into the stage of achieving development through structural adjustment, which is critical for the continued and healthy growth of the economy.

3. To basically accomplish industrialization is an arduous, unavoidable historical task in China's modernization process. To basically accomplish industrialization is to quadruple the 2000 GDP by 2020, remarkably increase per-capita GDP, notably raise the level of urbanization, dramatically reduce the proportion of labors engaged in agriculture and raise the technological level of industry and proportion of service industry by a large margin. China should take the road to new-type industrialization characterized by high scientific and technological content, low resources consumption, less environmental pollution and full display of the advantage of human resources.

4. To energetically push forward informationization process is an inevitable choice for promoting the optimization and updating of industries and accelerating industrialization and modernization. To push forward informationization is a great strategic decision made by CPC to gear this work to the new century.

5. To accelerate modernization construction is a task directly linked with the realization of the third strategic step of the modernization drive. The modernization to be realized includes material progress, political progress and cultural and ideological progress.

6. To improve the socialist market economy system is an objective demand for further liberating and developing productive forces.

7. To continuously raise the living standards of the people is the starting-point and end-result of economic development.

Zeng also elaborated on the nation's major measures to complete economic construction and main tasks of the reform. They include:

1. To energetically implement the strategy of relying on science and education to rejuvenate the nation, focus on sci-tech progress and improve laborers' qualities, so as to provide powerful support for accelerating economic development.

2. To firmly pursue the strategy of sustainable development to promote coordination between economic development and population, resources and environment, and strengthen the capability of sustainable development of the economic society.

3. To actively push forward reform, widen opening up in an effort to inject fresh energy into and expand room for economic development. This includes: (1) continue structural reform of the system of ownership; (2) complete the modern market system; (3) transform and standardize government functions; (4) deepen distribution system reforms; and (5) raise the level of opening up.

4. To correctly handle the relations among reform, development and stability and create a stable social environment for development.

5. Uphold the policy of attaching equal importance to cultural-ethical and materiel progress, promote coordinated development of economy and society, and provide powerful intellectual impetus and intelligent support for the modernization drive.
