The People's Daily newspaper carries an editorial Wednesday urging the people to unite together and work hard under the leadership of the Communist Party of China (CPC) to maintain the momentum of economic growth.

The editorial, titled "Unite together and work in a down-to-earth manner to maintain a good momentum of economic growth", says that despite global economic slowdown, the Chinese economy in 2002 has continued its rapid and sound development with the gross domestic product (GDP) exceeding 10 trillion yuan (1.2 trillion US dollars).

The just-concluded central conference on economic work, jointly convened by the CPC Central Committee and the State Council in Beijing, has reviewed this year's economic work and put forward guidelines and policies for the economic work next year, says the editorial.

"This conference is of great significance to mobilizing the entire Party and people across the country to do a good job in next year's economic work and maintain the good momentum of our country's economic development," it says.

The article points to the fact that 2003 will be the first year for China to comprehensively implement the guidelines of the 16th National Congress of the CPC, held last month in Beijing.

"To ensure the success of next year's economic work, we must fully implement the guidelines of the 16th Party Congress and take concrete steps to strengthen and improve the Party's leadership over the economic work," it asserts.

It is the requirement of the important thought of Three Represents to strengthen and improve the Party's leadership over the economic work, which will also serve as a fundamental guarantee of the accomplishment of tasks in next year's economic work, the editorial says.

Leading cadres should play an exemplary role in studying and implementing the guidelines of the 16th Party Congress, and Party committees at all levels should always take economic development as their "top priority" and concentrate on it, says the article.

It goes on to urge leading officials across the country to show greater concern for people in difficulty and to help solve their problems, so as to "always maintain the flesh-and-blood relations between the Party and the general public".

As the end of the year approaches, officials should go deep into communities of needy people, to ask retirees, laid-off workers and impoverished urban residents whether they have received their pensions and subsistence allowances, or ask people in disaster-stricken areas whether proper arrangements have been made for their daily life and production, it elaborates.

"Under the leadership of the Party Central Committee with Comrade Hu Jintao as general secretary, we must hold high the great banner of Deng Xiaoping Theory, fully implement the important thought of Three Represents, and strive to fulfill all tasks of economic growth and social progress for the next year," it concludes.
