Somali Leaders Agree to Set up Transitional Parliament

Somali factional leaders attending the on-going peace talks in Kenya's northwestern city of Eldoret agreed on Monday to set up a federal transitional parliament.

Somali factional leaders attending the on-going peace talks in Kenya's northwestern city of Eldoret agreed on Monday to set up a federal transitional parliament.

They also agreed that number of the proposed Federal Transitional Parliament will be 450, said a agreement signed by 22of the 23 leaders that form the Leaders Committee which guides the Somali peace process.

The agreement says that the number of the parliament will be distributed on an equal basis among the clans in Somalia in conformity with the Federal Constitution of the state under process.

Kenyan Foreign Ministry public relations official Peter Nyaga said that Muse Yalahow, a Mogadisiu-based warlord, was the only one that did not put his signature on the agreement.

Nyaga said that Yalahow was not around when the signing took place, and it was not clear what caused his absence.

Another major resolution adopted by the Somali leaders is that they mandated Kenyan President Daniel arap Moi to complete the peace process even after his retirement early next year.

After signing the agreement, Kenyan president's special envoy for Somalia, said that the new development is a milestone in the reconciliation process of Somalia.

The Eldoret talks, organized by the regional Inter-Governmental Authority on Development (IGAD), opened on Oct. 15 and aimed to end fierce clan wars that have engulfed Somalia since dictator Mohamed Siad Barre was toppled in January 1991.
