Russian President Fires Commander of North Caucasus Military District

Russian President Vladimir Putin has dismissed Col.-Gen. Gennady Troshev as commander of the North Caucasus military district, the presidential press service announced Wednesday.

Russian President Vladimir Putin has dismissed Col.-Gen. Gennady Troshev as commander of the North Caucasus military district, the presidential press service announced Wednesday.

Col.-Gen. Vladimir Boldyrev, previously the commander of the Siberian military district, would replace him as the top general in Chechnya, the Kremlin said.

The Kremlin said Putin highly appreciated Troshev's achievementat the post, but criticized him for discussing military decision in public.

On Tuesday, Troshev told journalists he had been offered the post of Siberian commander, but said he had no interest in leaving Chechnya.

Meanwhile, presidential aide Sergei Yastrzhembsky said dialogue with all forces in Chechnya, including separatists, was necessary in the run-up to the region's constitutional referendum.

"We should find ways to contact those separatists who are hiding out and are no longer involved in any terrorist activities," Yastrzhembsky said on Ekho Moskvy radio.

It was the first time since rebels led a deadly hostage-taking raid on a Moscow theater in October that the Kremlin suggested any talks with separatists were possible.
