China Adheres to WTO Rules in Anti-dumping Campaigns: Trade Official

China has rigorously shouldered its duty as a member of the World Trade Organization (WTO) and actively applied the WTO rules in anti-dumping cases, anti-subsidy cases and safeguard measures to protect its legal rights in 2002.

China has rigorously shouldered its duty as a member of the World Trade Organization (WTO) and actively applied the WTO rules in anti-dumping cases, anti-subsidy cases and safeguard measures to protect its legal rights in 2002.

Wang Qinhua, director of the Bureau for Industrial Damage Investigations of the State Economic and Trade Commission (SETC), made the remarks Friday at an anti-dumping forum of industrial associations.

According to WTO rules, China improved its trade security system and legal system by implementing three new statutes and four regulations this year, Wang said.

She said China strengthened the registration, investigation andverdicts on anti-dumping cases and registered 10 such cases this year.

During the investigation of the anti-dumping cases, the SETC observes the principles of openness, justice and fairness in an effort to effectively protect the legal rights of both sides. It has confirmed industrial damage in a news paper anti-dumping case and five other cases, and denied industrial damage in polystyrene and other products cases and stopped anti-dumping investigations to maintain the defendants' legal rights, Wang said.

Wang said China took safeguard measures for the first time thisyear in imported iron and steel products, and decided to implement the policy of "tariff quota" and took ultimate measures for three years on five imported iron and steel products. Those measures have been critical in preventing the Chinese iron and steel industry from the impact brought about by trade transfer, and have helped promote the adjustment of structure of the iron and steel industry.

In addition, China started the industrial damage warning systemin major industries, opened training courses and consulting centers on trade safety, and improved the operation system in dealing with anti-dumping cases, anti-subsidy cases and safeguard measures, Wang said.

China will focus on the standardization of investigation and verdicts on industrial damage, the improvement of the operation system of industrial associations and provincial and municipal trade and economic commissions, and the development of the warningsystem.
