Egypt is still studying a British proposal on convening a Mideast conference on ways to promote a Palestinian reform.

"Egypt is engaged in contacts with the British government on thenature and objectives of the proposed conference," Osama al-Baz, political advisor to Egyptian President Hosni Mubarak, told a localgathering.

Earlier this month, British Prime Minister Tony Blair invited Palestinian leaders to attend a conference on the Palestinian reform next month.

In remarks carried by the leading Egyptian newspaper al-Ahram onWednesday, Blair said he has asked Palestinian leader Yasser Arafat, whom the United States and Israel have tried to sideline, to appoint delegates to the conference due on Jan. 13-14.

A Palestinian reform will be conducive to pushing the so-called "roadmap" on Mideast peace, which envisions a final status agreement between Israel and the Palestinians by 2005, Blair said.

People from the Palestinian civil society, members of the so-called Quartet as well as representatives from Egypt, Saudi Arabia and Jordan have also been invited, he disclosed.

The Quartet, composed of the United States, the European Union, the United Nations and Russia, convened on Dec. 20 a high-level meeting, during which it failed to unveil the "roadmap" aimed at ending the Israeli-Palestinian conflict.

The United States insisted that the "roadmap" plan be unveiled until after the Israeli general elections scheduled on Jan. 28.

The peace plan, worked out by the Quartet, also calls for comprehensive political and security reforms in the Palestinian National Authority.
