China's leading newspaper, the People's Daily urges the whole nation to earnestly fulfill the goals and tasks outlined at the 16th National Congress of the Chinese Communist Party.

An editorial published Wednesday says the past year has been very important in the history of both the Communist Party of China and the country as a whole.

Looking forward to the New Year, the editorial says 2003 will be the year of implementing those goals in an all-round way. It calls on the whole nation to fully tap the development opportunity, further expand domestic demand, push forward reform and opening up, as well as to speed up economic structural adjustment.

The editorial also puts a great emphasis on developing the rural economy, facilitating re-employment, improving the social security system and maintaining social stability and balanced development.
